The seminar wants to investigate the notion of security governance as a phenomenon within the academic field of global governance and within the practical arena of international politics. In order to illustrate the idea of security governance the course will inspect a number of non-state actors in conflicts around the world such as terrorist groups, organized crime or contemporary piracy and analyse how these concrete "problems" which go beyond the individual states can be dealt with through regional and international cooperation.
