New publication: "Parliaments in times of crisis: COVID-19, populism and executive dominance" by Nicole Bolleyer and Orsolya Salát

The article "Parliaments in times of crisis: COVID-19, populism and executive dominance" by Nicole Bolleyer and Orsolya Salát is just out in West European Politics. Nicole and Orsolya assess to what extent European governments' legal strategies addressing the COVID-19 pandemic enhanced executive autonomy at the expense of parliamentary policy-making power. While existing literature expects that populist governments tend to use emergencies to weaken formal checks on executive power, Nicole and Orsolya find that the formal weakening of parliaments’ role in law making was generally more pronounced among unified executives lacking internal checks and balances than governments including major populist parties.
